First it will mean doing critical fixes and etc. (which happen no matter what) being done around Christmas with all the burden put on releng/PMC approvals and etc. Second, historically most changes go in M4-M6 which would happen to be summer period with many people on vacation making it even more disorganized.
-10000 on doing big release just after xmas. The slow down period is there to actually catch blocker issues.In summer there are people to actually do that - not so much around December/New year.
