Here are 3 easy bugs that would IMO greatly simplify the discovery of major simrel updates by users, without changing the current default behavior:
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=483786 A "latest" url...
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=485310 ...listed by default, but disabled, in EPP packages...
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=481794 ...that users can think about enabling when no update is found.

The 2 first bugs could be implemented in Mars.2.
The 3rd one is a UI change in Platform, so it's for Neon.
