This particular commit is from November 2010, so it should be part of the initial contribution.
Note I'm not saying this is proof of ongoing contributions - just clarifying that Lucas has contributed to Hudson core in the past.
In order to establish merit, a developer must establish a pattern of providing high-quality contributions to the project. We need more to go on than this one commit.
Has this commit been pushed into the corresponding eclipse.org repository? I can find no evidence of it. Which leads me to the next important question: how can this be? There is clear evidence of activity in the eclipse.org repositories, so some changes are making in there. But apparently not all.

FWIW, I did try to dig into this myself; I see no evidence of any prior participation by Lucas in any of Bugzilla, IPZilla, or in the project's IP Log.

Just FYI, digging into the github/svn history I did find the following commit by Lucas to Hudson core from last November:
