the way to reproduce that error on the workspace is:

select the batch and batch.ui plugins in the package explorer, and 
run "Export..." from the context menu, then "deployable plug-ins and 
fragments"
and you will see the same message.

I currently removed the batch plugins form the add_on feature to be able to 
build.
