Yes, the script should lead to a mirror where the content doesn't exist.
Via this page you can use the link on the left for direct download or on the right for a mirror:
https://download.eclipse.org/justj/?file=technology/epp/downloads/release/2026-03/M1
Even via the mirror download link, you can choose another mirror or get it from the main site as one of the choices:

The mirrors haven't had a chance to propagate yet - for a moment I saw the same thing as you, but there is now an additional mirror that has the file:
The https://ftp.jaist.ac.jp/ is incorrectly reporting to the EF that is has mirrored, I will raise a helpdesk on this.
