[emft-dev] Updated EMFT Procedures Page for Compiling with 1.4/1.5

Hi, all,

I have just successfully updated my
EMFT Validation component's releng to support compiling a mix of plug-ins
requiring J2SE 1.4 and J2SE 5.0 (the validation.ocl plug-in now requires
5.0).  To record what I had to do to make this work, I added a new
section to the EMFT Procedures Wiki:
