IIRC. a major blocker (at that time) was that the Spring Framework was not considered EPL compatible.

Although Spring is still not part of Orbit I can see a anumber of approved CQs: ailassigned_to2=1&emailreporter2=1&emailcc2=1&emailtype2=substring&email2=&bugidtype=include&bug_id=&chfieldfrom=&chfieldto=Now&chfieldvalue=&cmdtype=doit&order=Reuse+same+sort+as+last+time&field0-0-0=noop&type0-0-0=noop&value0-0-0=

Another reason has been that Spring (at that time) poorly cooperated with OSGi. I've heard this has been addressed with Spring DM in the meantime.
