[elk-dev] Tycho Target Platform

Hello, friends of ELK!

I had to update the target platform used in the Tycho build to Eclipse Neon (previously it was Mars) because of version conflicts: Mars ships an older JDT version that is not compatible with the current Xbase compiler, which we use for generating ELK Meta code. I don’t really understand why that conflict occurs, since the Maven plugin classpath should usually be separated from the rest, but after hours of trying different solutions this was the only thing that resolved the problem.
