[elk-dev] Release 0.2.0

Fellow ELK people,

I have built the update site for the bug fix release 0.1.1 today.

Apart from that, I have created a branch for release 0.2.0 and have
assembled the required release review information and the IP log for the
release. To get the build to work again, I had to add a dependency from
ELK Layered to xbase.lib which I'm not too happy about, but that's
something to think about for 0.3.0, I guess.

A next step will be to increase version numbers on the master branch to
0.3.0.
