It's a real shame that we have such a bad commit dialog for 1.0. The new one adds very little to what it used to be before, yet hides the checkboxes like "generate change id" and "add signed off by" which were persisted between dialog invocations before.
The checkboxes were replaced by toggle buttons which isn't really hiding them
but leaving some more space for the commit message and the file list.
The state of the checkboxes "Generate change-id" and "add signed off by"
were not persisted in 0.12.1 (just checked that) between invocations.
But you may configure egit to always generate a change-id by setting the git
configuration parameter "gerrit.createchangeid" to true (which can be done
during clone using the "Configure Gerrit" page in the clone wizard)
and you may configure egit to always sign-off your changes using the
preference "Team > Git > Commit Dialog > Insert Signed-off-by"
