I worked now. I got a private message from a person that often has this problem due to flaky networks I'm on Mac OS X, and 
its wireless implementation satisfies the definition. Maybe the download got interrupted and p2 didn't explicitly notice this. 
Downloading the doc jar took quite a while longer than expected.
