[ee4j-pmc] Reminder to vote on the Committer Election for James Perkins

Voting will close on 2025-10-17 for the Committer election of James Perkins
on project Eclipse Yasson (ee4j.yasson).

Criteria:

James has been actively helping address issues required by WildFly and JBoss
EAP, with several fixes merged and follow-up work proposed (e.g., PR #683).
He collaborates constructively with the current maintainers and has
explicitly offered to help with releases and ongoing maintenance. Granting
committer status will enable him to triage, review, and merge routine fixes
and to assist with release activities, improving responsiveness for our
downstream users.
