Based on the description, this election makes sense to me. When moving code from one project to another, it is completely reasonable to want to move some or all of the committers as well.

The change that you're describing will both change the scope of the Eclipse WaSP project and the movement of a significant bit of content. According to the Eclipse Foundation Development Process, we need to engage in a restructuring review.

Connect with EMO to initiate that. Please do that at your earliest convenience

Note that this serves primarily as a means of informing the community and a means of tracking what change occurred and when. All the EMO will need from you is a description of what you want to do, including the wording of the new scope.

For reference, the current scope is "Eclipse WaSP provides an implementation of the Jakarta Pages specification."

WaSP implements the Jakarta Pages API. Since Jakarta Tags is so strongly
