Some of the 3rd stage jobs previously set up explicitly refer to the old oss staging rather than Jakarta.oss staging. I think if they "fail" they still show up as green in Jenkins so I would check whether the job worked and the URL of the staging repo in the job config.

That is what EL has and the 3rd stage has been run.
