Tom, your understanding is correct. These two task can be fun in parallel. Because we do staying release first and submit release reviews after that, it makes sense for me keeping the order unchanged.

I might be wrong but that was my understanding, that the two tasks could really run in parallel.

I am not sure of how to then promote an artifact from the staging repo to the main repo and then on to Maven Central yet....

Put the Release Review instructions before the instructions for Releasing the Maven Artifacts.  Maybe this would help people with doing things in the right order?  I was discussing this process with the JCA and Stable API teams yesterday and that's the input I received.  I can make the change if you wish, but I wanted to check with you first.
