[ee4j-pmc] For PMC approval: Developer Mailing List description proposed

I have submitted an issue to request a general update to all EE4J 
mailing list names.

The original naming template was: "<project-short-name> developer 
discussions." For some lists, this is quite obscure (Enterprise Security 
Dev list is: es-dev, Concurrency Utilities Dev. list is cu-dev).

I propose changing these list descriptions to generally use the more 
expansive full project name, and in some cases, I augmented the wording 
to clarify the list between the API and the Implementation project. 
Finally, I added EE4J at the start of each list name. While a bit wordy, 
this provides a simple string (EE4J) which can be searched in the "List 
Subscription Form" to find all related EE4J developer discussion lists 
(except for EclipseLink).

Please consider this. If the PMC agrees with this, I believe the 
web-master will implement this if any one PMC member adds a +1 comment.

This is just to change the list description text. No list names or 
repository name changes are proposed.
