Personally I don't think it is ever bad to ask critical questions as long as it is done reasonably and with sincere intent.
The last thing we need is for people in the community that genuinely care to stop doing so. We already have enough people that don't care what happens to Java EE at all.
I don't think that is mutually exclusive to also being patient when politely asked in most cases.

At this point I'm not
 sure. I was referring to the JSR 370 reference implementation Jersey. I
 had asked a question on the issue tracker. Based on that answer I would
 have been able to better determine if what I was reporting was a bug or
 intended behavior. At that time I had no idea of all the mess going on 
behind the scenes and was under the mistaken impression that the issues 
were actively being addressed. Even if I do become a contributor it does
 nobody any good as I cannot answer all of my own questions. Again, I am
 just going to adhere to the new policy of "Be patient!". I will no 
longer bring up the activity (or non-activity) of issue trackers to 
avoid any further implication that I am simply posting in order to 
prioritize my minor issues. From now on I will just take Oracle's 
(Dmitry) word that everything will work out. Whats the worst that could 
happen, right?

Do you mean a patch to an existing Java EE 8 JSR like 374 or 370 (JAX-RS) or an upcoming new EE4J project?
For the JSR you would require signing an OCA (Oracle Contributor Agreement) and probably also join the JCP as Associate Member if you are not a JCP member already. For EE4J, first of all it is not approved and created, but once it does, you'll need at least the Eclipse equivalent to the OCA called ECA (
