Bug 357536 - RMITransportManager removeLocalConnection() can fail

- Fix to RMITransportManager removeLocalConnection() to ensure that
the local connection object always gets removed from the RMI
runtime, even if there is a failure case with unbinding the name
from JNDI / RMI Registry
- RMITransportManager removeLocalConnection() is invoked as part of
RCM shutdown, usually called by session logout
- Previously, if unbinding failed (e.g. if the RMI registry has been
shut down/failed/cannot be connected to), the unexport code would
not get run, and the JVM cannot exit normally
