Summary:
 - schema validation has only become standardized in JDK 1.5 (javax.xml.validation) and only
   actually functional in JDK 1.6
 - propose cleaning up XMLProjectReader to remove and simplify all the 'twists-&-turns' in the code
   that deal with schema validation (estimate remove ~400 lines of code)
 - there does not appear to be a record of a user-driven requirement to perform schema validation for
   Project XML. An enhancement request should be entered and its merits debated; if it 'passes muster',
   then it can be scheduled
