To me it means there is another talk submitted
that is very similar for this same 2013 conference. We should consider
either combining or only accepting one of the two, depending on the space
constraints in that category.  We will need to go over the talks with
this tag and decide what to do.

Are these "duplicates":

1. Exact duplicates (someone accidentally hit
submit twice)
2. Similar talks (we should consider combining them)
3. Duplicates from previous year (someone has just re-submitted
what they had before)?

or 4. All of the above?
