I like that idea. But I think that there should be a good portion of
technical focus/affiliation in the talk. Otherwise it might bore
developers. At least, I remember open government related talks which
were really boring. But maybe the speaker, language and context (German
government) was to blame. ;)

FWIW, I really liked the Hadoop talk this year. It had some interesting
numbers and technical details in it.

I'm not so sure about the 'giving good presentations' keynote. IMHO it
has to be entertaining to work.

What about one open government/data, one entertaining and one technical
and keynote?
