I do not recall this conversation at the Requirements Council. Is there any chance that the conversation you are remembering was in the Architecture Council? We know that the RC and the AC came to some different conclusions on a few topics.

API maturity: I think we decided on a two state model – provisional and final. Suggest we keep the number of states to a minimum and increase only if real world experience suggests that is necessary.
