“1.0 release à exited incubation and part of mainline Eclipse organizational structure”  relays the intent more clearly than “cannot be 1.0 in not affiliated and not incubation”

 

API maturity: I think we decided on a two state model – provisional and final. Suggest we keep the number of states to a minimum and increase only if real world experience suggests that is necessary.
