[eclipse.org-planning-council] Eclipse 2018-09 download page

Hi,

I was a little bit surprise to see on the download page [1] that the 
September release is still named Eclipse PHOTON 2018-09, when this was 
decided? By who? Is it a decision taken by the foundation marketing to 
keep Photon forever? When was it discussed? I would expect just Eclipse 
2018-09 for marketing as it was discussed during the previous planning 
councils.
