Seems like you can take any query and append "&order=votes DESC".
For example, here are the open bugs in platform, sorted by highest #votes: https://bugs.eclipse.org/bugs/buglist.cgi?classification=Eclipse&columnlist=product%2Ccomponent%2Cassigned_to%2Cbug_status%2Cresolution%2Cshort_desc%2Ctarget_milestone%2Cchangeddate%2Cvotes&list_id=15404225&order=votes%20DESC%2Cbug_id&query_based_on=&query_format=advanced&resolution=---
