[eclipse.org-eclipsecon-program-committee] Build and CI panel update

Just an update, I sent invitations to all the speakers that had talks 
accepted that were focused on Build and CI.  This includes 
representation from Maven/Tycho, Buckminster, B3, Athena, and Eclipse 
Releng Base Builder.  I've asked potential panelists to submit ideas for 
discussion topics as well.

So far:

Nick Boldt has agreed to be on the panel.

Will provide more when I have additional responses.
