If a speaker is "only coming if it's free", then it really doesn't matter
when they register, so there's no concern there.

This is for the case where someone is coming no matter what.  Unfortunately,
this year there is a price change between when the CFP closes and the PC
makes final decisions, so this is just a way to be nice to our friends by
allowing them to lock in the lowest rate while awaiting a decision.

My personal preference is that Speakers should automatically get the 
early registration, as many aren't going to register until they know 
their talk has been accepted. If we don't think the program will be set 
before the early registration ends, then that is another issue as many 
people won't register until they see a program.
