Re: [eclipse.org-eclipsecon-program-committee] Updates to the Speaker Poilcy

I'm going to go out on a limb. The people I meet at EclipseCon go no matter what the program is, especially the early registrants.

My personal preference is that Speakers should automatically get the early registration, as many aren't going to register until they know their talk has been accepted. If we don't think the program will be set before the early registration ends, then that is another issue as many people won't register until they see a program.

I added a note to the Speaker Passes section describing the ability for people who submit a talk to lock in the Early Registration Rate while awaiting a decision:

Does it make sense? If so, I’ll email the current speakers and ask the submission system remind people to register!
