It certainly can be enough time, provided the topic is scoped
appropriately and the presenter is assiduous in construction
of pre-canned examples and a script.

An assistant in the talk would usually be required to make
sure issues may be dealt with in parallel.

So I wouldn't dismiss the two hours as being necessarily of
less value than the four hour ones.
