[eclipse.org-eclipsecon-program-committee] Proposal for a short talk standby list

With 80 short talks it's likely we'll have more
cancellations. Therefore I also would like to propose we decide on a
prioritized short list of further talks, kind of a standby list, with only
people we know who are already going to be at the conference, and have in place
a process for last minute substitutions.
That way Tim or Bjorn won't even have to come back to the
PC with the request, they can just check off the next one from the list and
contact the presenter to make sure they're still willing to give the
talk. (and we should let them know they're on the standby list I think but
that's a separate question).
All in favor, vote +1 and list up to 10 talks you think
should be on the "standby" list for short talks.
