Adam, thx for your proposal, but I'm not sure that your builds are the ones causing trouble.
Our repo is also very resource intensive in terms of GH Action jobs, for each PR we fork around 25 jobs from which 20 of them usually consume ~10 minutes each.
However, we never had any quota problems, that's why this time I opened the ticket.

About the project being its own top-level organization, I'll ask on the ticket if this might be a solution, but I'm not sure if this complies with the current Eclipse organization guidelines for GH projects either. If it does, and it works, it really seems the simplest solution to the problem.
