There is a relative new feature in m2e and tycho that allows consume 
(zipped) maven update-sites.

That mean you can simply  deploy the zipped repository to maven and 
later reference it like this in targets and/or tycho builds:

mvn:org.activiti.designer:org.activiti.designer.updatesite:5.11.1:zip
