Per discussion on bug 309181, there is a discussion about forming an XML Tools
project under the Web Tools Platform top level project.   We will need a couple
of mentors to go along with this new project proposal per the guidelines of the
foundation.

A draft of the project proposal can be found on the eclipse wiki, and will be
used to single source the generation of the final proposal document to be
submitted to the EMO.
