[eclipse-pmc] Review request for Orion 0.2

As outlined in the Eclipse development
process, I am requesting PMC approval for an Orion 0.2 release review.
Please ask any questions and cast your vote for a review here. The release
will be contingent on a successful Orion creation review, which is underway
right now.
