I was having a wishy-washy discussion
with myself in the bug last night.

We need new API fields to allow applications
to access common platform decorations.

The request is to add a public field
to FieldDecorationRegistry to allow clients to access a field decoration
showing that information is available for a field.
To date, we have provided public fields
for id's for common graphics in the registry.  An alternative is discussed
in the bug.
