The probe is central, here in eastern Canada.  It's admittedly far from
perfect, but we are not looking for performance -- we're looking for
accuracy. Although we do use GeoIP lookups to direct users to local
mirrors, regardless of where you are on the planet, a 3M file download
should at least complete, which is not what I'm seeing here.

We could incorporate an "ignore failed probes for some mirrors' approach
but that could lead to broken mirrors.
