Yes this was discussed during the planning council on monday and at the

The planning council minutes are online since monday. You can chekc them

We decided with the planning council that we need to discuss that with 
the community to get the different inputs and requirements before taking 
a decision. Ed Merks will open a bugzilla dedicated to this issue, the 
discussion will go on their and when we will have received enough inputs 
the planning council will statute.

The planning council is in charge of this kind of decision, the steering 
committee as already express their intent which was :
Build artifacts made available at the Eclipse Foundation are verifiably 
the ones built by respective projects.
