The bug report looks more like a discussion topic rather than a direct problem in Eclipse IDE. JDT forum [1] will be a good place for such a discussion before reporting the bug.
The bug reporter or anyone investigating it can compare the runtime numbers in JUnit 4 and JUnit libraries.
If it looks like a bug/enhancement for the Eclipse IDE then a good starting point will be to check the code around org.eclipse.jdt.internal.junit.runner.MessageIds.TEST_RUN_END : "%RUNTIME".

IMO, the issue is not high priority, so I don't think anyone will jump on it soon. The best approach if you want it fixed soon is to find someone willing to make this particular user happier; basically you or one of your colleague with experience about plugin development could take care of it.
