[eclipse-dev] Trying to push to draft does not work for me

Friends of Eclipse,

If I try to push to refs/drafts/master I get the following error message:

prohibited by Gerrit: not permitted: create

You need 'Create' rights to create new references.

Contact an administrator to fix the permissions

Is this a general issue with our setup or did I do something wrong?
