For GSoC and Eclipse the best place to start is the wiki [1]. It appears that a GSoC ideas page has already been started [2]. As you may or may not know, Eclipse is collection of different projects. Everything from Business Reporting, to Web Tools, to the Eclipse Project (IDE) itself. You can search through the bugzilla database for interesting open bugs in the project(s) your are interested in [3]. If you have something interesting in mind, IRC is a good place to chat about it with other Eclipse community members [4].  Finally, if you're anywhere near the Boston area later this month, EclipseCon is great place to chat about this [5].
