In general this is a good direction. it will change workflows for
people who have been used to "the old way" and as such we need a clear
communication effort around the change. As we have seen before, there
are a number of ways that the delivery structure surfaces in people's
builds and daily flows.
The RCP zip is actually useful as the base for people's development.
If we ship it as a p2 repo then it is not directly usable as a target
platform element. We might consider retaining this as separate zips
(perhaps with p2 repos inside *as well*).
