Yes. Here is some more background...
We are working with PDE on migrating pde.junit into PDE. This will happen
in several steps.
To get confidence that we are in a good shape for the next integration
build, we
are using the nightly builds for doing the migration.
Here is the staging:
1) JDT: separates org.eclipse.jdt.junit.runtime out of
org.eclipse.jdt.junit.
This enables clean run-time dependencies when running plug-in tests.
2) PDE: releases (the improved!) pde.junit as part of PDE.
3) JDT: removes the optional pde.junit plug-in (for the 3.0 stream)

But org.eclipse.jdt.junit.runtime is one of "our" plugins and should be in
the plugin export, build input, etc., right?

Should be fixed now .
My misconception was that the map files are only consulted for the
integration builds but not for the nightly builds. Since I didn't want to
release the plug-in for the integration build I didn't add it to the map
file.
