You also should test the connection with a command line cvs or with
WinCVS :

CygWin (Unix environment for Windows, includes a command line cvs
client) : http://sources.redhat.com/cygwin/
WinCVS : http://www.cvsgui.org/ 

If you can connect with those tools, then it is a Eclipse problem.
