Well it turned out that the problem was my client’s corporate firewall/proxy. The install worked fine from outside their virtual walls. 
Thanks for looking into this though. Your response was helpful and appreciated. Sorry for any inconvenience or confusion.

I've heard the exact same issue from several co-workers as well. 
I can see from the reviews on marketplace.eclipse.org that there was a permission issue back in 2017 on the update site. There's also at least 2 other posts there from the last 2 months where people say they cannot install. Is it possible that the permission issue on the update site has returned?
Can someone please look into why installs don't seem to be working? 

marketplace.eclipse.org also shows around 14000 installs in past 3 months.

Anyway double-checked permissions of all files - everything is fine and everything can be downloaded.

According to https://bugs.eclipse.org/bugs/show_bug.cgi?id=290782 and https://stackoverflow.com/questions/6470802/what-to-do-about-eclipses-no-repository-found-containing-error-messages message "No repository found containing" might be a result of unavailability to contact some other repository.
