[eclemma-dev] Install via update site not currently working

Hi,

I've tried installing EclEmma into Red Had Developer Studio 12.9 and 12.11 via the posted update site and the installation fails. 

Before upgrading my Eclipse version, my old version (2018-09) prompted that there was an update to EclEmma but the update did not work. 

In either case, the error says "An error occurred collecting items to be installed..... No repository found containing: osgi.bundle,org.eclipse.eclemma.core,3.1.2.201903112321..." and so on for several osgi bundles. 

I've heard the exact same issue from several co-workers as well. 

I can see from the reviews on marketplace.eclipse.org that there was a permission issue back in 2017 on the update site. There's also at least 2 other posts there from the last 2 months where people say they cannot install. Is it possible that the permission issue on the update site has returned?

Can someone please look into why installs don't seem to be working?
