I *think* unsigned bundles in M4 are acceptable as long as there is a commitment to sign stuff before M7. And it's better to integrate EclEmma and unsigned Jacoco as early as possible rather than making signing a blocker and delaying integration.

So IMO (and I take the responsibility for myself if this is an issue later), you can move forward with addition of EclEmma in Oxygen M4 without signed jacoco bundles.

Do we need to wait appearance of "This release is part of Oxygen." at project plan page?

 

There is Gerrit setup on SimRel repo and I can put a +2 and merge it.

Good to know. I guess in mid-term will be better to have direct write access - https://bugs.eclipse.org/bugs/show_bug.cgi?id=506946  This should also give an answer on above question :)
