[ecf-dev] regression in 3.13.0

Hi Folks,

Yesterday an ECF consumer found a regression in 3.13.0 [1].   This was 
my mistake, and has since been fixed, but I think it...along with a few 
other fixes...warrants a 3.13.1 maintenance release in the relatively 
short term.

I would like to schedule the 3.13.1 maintenance release for sometime 
next week (e.g. 4/16).   Any objections or concerns?   Any other 
outstanding fixes that other committers or contributors would like to 
get in?
