OK.  The XMPPS bug/enhancement request for proxy handling is: 

https://bugs.eclipse.org/bugs/show_bug.cgi?id=236455

and the MSN one is:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=193578

In short, the functionality to support proxies has to be added 
(developed) for these two providers.
