[dtp-pmc] A few updates as we get closer to the DTP 1.6.1 rampdown perio

Hi all...

Just have a few things to let you know
about...

1) A quick reminder... The 1.6.1 M1
branch is no longer active (since we released 1.6.1 M1 on August 14th).
Any fixes should be going into HEAD only.

2) We've updated the 1.6.1 rampdown
policy (http://wiki.eclipse.org/DTP_1.6.1_Schedule_and_Rampdown_Policy)
and added a calendar so folks can see what the different rampdown phases
happen to be. If you're still confused, drop us a note at the dtp-pmc mailing
list and we'll try and help sort it out.

3) We've added three new target milestones
for the 1.6.1 release (to correspond with the platform's RC1, RC2, and
RC3 milestones). 1.6.1RC1, 1.6.1RC2, and 1.6.1RC3. Once we get through
with 1.6.1M2 on Monday, we'll have to direct any remaining bugs towards
the new RC milestones for 1.6.1.

work on the 1.6.1 release. With 1.6.1 going out the door to the public
on September 24, it's just around the corner!
