[dtp-pmc] DTP build on hold today because of bug

The DTP build for today is on hold until BZ166965 is resolved. Essentially,
a dependency from connectivity to sql dev has been introduced, and this is
not allowed. We will need to refactor to move code into SQL Dev and resolve
this dependency.
